Is This a Hate Crime?

My concern and little personal crusade against the abuses of the Human Rights Tribunals and Commissions continues. Here is a link (http://canadianpastor.blogspot.com/2005/09/letter-that-started-it-all.html) to the actual letter that has caused Pastor Stephen Boissoin to be brought before the Alberta Human Rights Commission. Is this a hate crime? Even if you disagree with the content - is this a hate crime?
